Best cities to invest in Israel: a practical guide

Tel Aviv, Haifa or Jerusalem? The right city depends on your goal. How to choose, plus measured, dated short-term rental figures for Jerusalem.

There is no single best city to invest in Israel: it depends on what you want from the property. Tel Aviv is often chosen for liquidity and corporate demand, Haifa for more accessible purchase prices, and Jerusalem for steady international demand and personal use of the home. No city leads on every criterion.

This article sets out the criteria for choosing, then gives measured figures for the one city where we take market readings ourselves: Jerusalem.

Should you aim for rental yield or capital growth?

Many foreign buyers arrive expecting the rental yields of some American or British cities. In Israel, residential rental yields are historically low in every major city. In sought-after centres, most investors are buying long-term value first, not a high immediate income.

Outlying towns often show better yields on paper. They also carry their own risks: fewer potential tenants, longer empty periods between leases, and a harder sale on the day you want out. Major cities such as Tel Aviv and Jerusalem earn less at the start, but rental demand runs deeper and the resale market is more active.

If your priority is preserving capital, the large urban centres are the classic route. If you want more income, a standard lease in a major city will rarely be enough: it takes furnished short- or mid-term letting, actively managed.

How do tourism and the seasons shape demand?

Rental demand in Israel splits into two markets: year-round leases to residents, and short stays for travellers. The city you pick decides which tenant you can target.

Cities driven by tech, corporate offices and universities live mostly on twelve-month leases. They produce a steady income in shekels with little turnover. On the other hand, an annual rent does not follow inflation or demand peaks during the year.

Cities that draw foreign visitors host tourists, diaspora families and business travellers all year round, with peaks around the Jewish holidays and in summer. Short-term letting can earn more gross income there than a year-long lease, at the cost of marked seasonality, a clean between every stay, running costs paid by the owner and day-to-day management. Choosing a city is also choosing between a passive let and a hospitality business you have to run.

What local rules apply to a foreign investor?

Purchase taxation is not the same for a non-resident as for an Israeli resident: it must be checked with an Israeli lawyer and an Israeli accountant before any offer. We do not give tax advice.

Locally, the rules on short-term letting can vary from one municipality to the next: an approach allowed in one city is not necessarily allowed in another. Two charges also apply to every property: Arnona, the municipal tax, and Vaad Bayit, the building's service charge. Neither appears in any gross income figure, and both belong in your calculation.

What does managing an Israeli property from abroad really involve?

A property needs physical presence and fast answers. From Paris, New York or Geneva, routine tasks become obstacles: an urgent repair, an air conditioner failing in mid-August, a cleaning team to supervise. None of it can be handled over the phone.

A standard lease means choosing a reliable tenant, drafting a sound contract and obtaining Israeli bank guarantees. Short-term letting asks for more: guest messages, arrivals, cleaning between stays, linen, rate adjustments.

If you buy in a city where you have neither a manager nor family on the spot, small incidents quickly eat into returns. Before buying anywhere, check that a serious team genuinely works on the ground.

How do exchange rates and distance affect your net income?

Rents and charges are in shekels. If your spending or your financing is in euros, dollars or pounds, exchange rate movements hit your real income directly.

A strong shekel raises the value of the money you bring home, but also makes local costs dearer seen from abroad. A weak shekel does the opposite. If you repay a loan in another currency, this calls for planning your cash flow ahead.

Distance has a direct cost too: many foreign owners come every year, to see their property or spend the holidays in it. Build those trips into your numbers from the start, along with the weeks the home will be used by you rather than let.

What do measured figures show in Jerusalem?

These figures do not come from our portfolio, which counts only a few apartments. They are market readings, taken with PriceLabs across the active short-term listings in Jerusalem. They are published in full, with their method, on our market barometer.

By property size, across the city (reading of 14 Sept 2026) — median nightly rate, annual occupancy, median gross annual income:

  • Studio: 282 ₪ a night · 50% · 55,500 ₪ a year (83 listings)
  • 1 bedroom: 396 ₪ a night · 56% · 72,800 ₪ a year (357 listings)
  • 2 bedrooms: 684 ₪ a night · 52% · 121,800 ₪ a year (379 listings)
  • 3 bedrooms: 952 ₪ a night · 44% · 143,800 ₪ a year (362 listings)

By neighbourhood, for a one-bedroom apartment, within one kilometre of each point (reading of 16 Sept 2026):

  • City centre / Ben Yehuda: 396 ₪ a night · 56% · 72,400 ₪ a year (352 listings)
  • Mahane Yehuda / Even Israel: 370 ₪ a night · 55% · 66,800 ₪ a year (356 listings)
  • Baka / German Colony: 353 ₪ a night · 55% · 63,400 ₪ a year (70 listings)
  • Rehavia / Talbiya: 354 ₪ a night · 49% · 57,400 ₪ a year (295 listings)

In Rehavia and Talbiya, the nightly rate stays close to the other neighbourhoods: it is lower occupancy that opens the income gap. The two readings are comparable: in the city centre, both give the same median rate and the same occupancy for a one-bedroom apartment.

Before you use these figures:

  • They are gross income, before platform fees, management commission, cleaning, running costs and tax. They are not profit.
  • The twelve months measured include the conflict of March–April 2026, which weighed on demand.
  • Baka / German Colony rests on only 70 listings: a few unusual properties weigh heavily.
  • The city centre and Mahane Yehuda zones overlap: the gap between them is an order of magnitude, not a sharp boundary.
  • A median describes a market, not your apartment.

Why do we only publish figures for Jerusalem?

Many guides compare yields for Tel Aviv, Netanya, Haifa and Beersheba in a single table. Most rely on listing aggregates, developer estimates or sales pitches that ignore real vacancy, municipal taxes and running costs.

We work on the ground in Jerusalem, and only there. It is the one city where we take market readings ourselves, with a date, a source and a sample size. We do not take these readings in Tel Aviv or Haifa, so we publish no figures for those cities. Putting forward a yield where nothing has been measured would be selling an impression.

To compare other cities, ask anyone who gives you a figure four questions: where does it come from, what date is it, how many properties is it based on, and is it gross or net income?

What should you check before buying a rental property in Israel?

  • The title: check its registration (Tabu, or the Israel Land Authority / the developer for a new build) with your lawyer.
  • The building: read the condominium bylaws (Takanon) and assess the state of the building and its upkeep.
  • The total purchase cost: lawyer's fees, agency commission and purchase taxation, priced by your advisers before you make an offer.
  • Your advisers: an independent Israeli lawyer and accountant, for your obligations in Israel and in your country of residence.
